How we report each finding
Identified
An official source shows the constraint applies.
Not identified
Not found in the sources we reviewed (which doesn't prove it's absent).
Unconfirmed
Not enough information to say either way.
Further investigation
A specialist report or formal enquiry is recommended.

A desktop assessment from official sources. Not legal advice, a valuation or building certification.

03.6Building terms, explained
Provisional sum (PS)
An allowance for work the builder can't price yet. You pay the real cost plus margin.
Prime cost (PC) item
An allowance for things you'll choose later, like tapware or appliances.
Variation
A change to the agreed work or price. Agree it in writing, with a price, first.
Progress claim
The builder's invoice for a stage of work. It should match what's built.
Practical completion
The builder says it's finished. It triggers the final payment, so agree the defects list first.
OSD
On-site stormwater detention: a tank that holds back rainwater. Often missed in early budgets.
Planning certificate
The council certificate for a lot: zoning, flood, bushfire, heritage. Called a 10.7 in NSW.
LEP
Local Environmental Plan: council's rules for zoning, height and density. Other states call it a planning scheme.
Development contributions
Fees council charges new development to pay for local roads, parks and drainage.
Development approval
Council approval to build. Simpler projects can often use a faster complying approval instead.
